Rosalind Scott Bell successfully represented the Chief Constable of Northumbria Police in Judicial Review Proceedings brought against a Misconduct Panel. In November 2017, the Panel had been convened to hear allegations of gross misconduct in respect of an Officer who had been involved in inappropriate emotional relationships with witnesses in two live rape cases. The Panel’s decisions were held to be irrational, their decisions were quashed and the Officer’s case was remitted to a fresh Panel for rehearing.
